Apple’s AI Ambitions Face Challenges in China and Europe

Apple is banking on its upcoming AI features to boost iPhone sales, particularly in China, where demand has been lagging. However, the tech giant faces a significant obstacle: ChatGPT, which Apple plans to integrate into Siri, is banned in China.


The Push for AI Integration

Earlier this month, Apple showcased its proprietary technology called Apple Intelligence, designed to power new AI features. They also announced a partnership with OpenAI to incorporate ChatGPT in a limited capacity. This integration would allow Siri to leverage ChatGPT when it needs more assistance in answering inquiries. This move aims to expedite Apple's adoption of the latest AI technologies, catching up with tech rivals like Microsoft, Google, Meta, and Samsung, who have already established their AI capabilities.


Regulatory Hurdles in China

China, however, has been one of the first countries to regulate generative AI technology. The Cyberspace Administration of China (CAC), the country’s top internet watchdog, introduced new guidelines in August requiring companies to seek approval before deploying AI technologies. As of March, more than 100 AI models from Chinese companies have been approved, but ChatGPT remains banned.


According to the Wall Street Journal, Apple is searching for a Chinese AI company to partner with ahead of the iPhone’s expected September launch, but no deal has been reached yet. This partnership is crucial as Apple’s smartphone sales have dropped by 10% in the first quarter of this year, largely due to a decline in iPhone sales in China, which is Apple's second-largest market.


Challenges in the European Union

Apple's AI ambitions are not only challenged in China but also in the European Union. The company stated that due to regulatory uncertainties brought about by the Digital Markets Act (DMA), it might not be able to roll out its new AI features in Europe this year. Apple expressed concerns that the interoperability requirements of the DMA could compromise user privacy and data security.


Competitive Landscape

In China, Apple faces mounting competition from local brands like Huawei, whose smartphone sales grew by 70% in the first quarter. Chinese consumers expect their premium phones to have the latest AI functionalities and might hesitate to spend over $1000 on devices lacking these features. Nabila Popal, a senior director at IDC Research, noted that Apple is likely to seek a local AI partner to meet these consumer expectations.


Reece Hayden, an analyst at ABI Research, pointed out that local AI companies in China might be better suited to target Chinese consumers by offering more local dialects, a feature often lacking in foreign AI models.


Potential Partnerships and Future Growth

Apple is not the first foreign company to collaborate with the CAC for AI and smartphones. Samsung, for example, teamed up with Baidu for AI-powered translation services and Meitu for photo editing tools. Despite the challenges, Jeff Fieldhack, a research director at Counterpoint, believes Apple will secure a partnership in time for its fall software launch, given its strong global install base.


In the long term, Apple’s growth in China will depend on the evolution of Apple Intelligence, offering more use cases, extending language support, and leveraging local AI models to provide ChatGPT-like functions.
